Signal 13 Welcomes Three New Board Members

The Signal 13 Foundation is pleased to announce that Robb Merritt, Zarena Cason, and Barbara
Simmons have joined its Board of Directors. Signal 13 is a local nonprofit that supports Baltimore City
Police and their families with financial hardship grants and college scholarships for their children.

Robb Merritt is the President of Merritt Properties and oversees daily operations and management of
the company. He also sits on the President’s Advisory Council for the Greater Baltimore Committee and
is an active member of the National Association of Industrial and Office Properties’ legislative
committee. In addition, Robb is a board member of the Living Classrooms Foundation.

Zarena Cason is an Assistant State’s Attorney with the Baltimore County State’s Attorney’s Office. She
represents the State of Maryland and the citizens of Baltimore County, prosecuting thousands of
misdemeanor and felony cases in the District, Juvenile and Circuit Courts for Baltimore County. She is an
instructor at numerous trainings where she teaches law enforcement, prosecutors, and law students.
She is also very active in community service and with the Baltimore County Bar Association.

Barbara Simmons is a Senior Group Manager / Executive Vice President of the Maryland Commercial
Real Estate Group at M&T Bank. She leads the bank’s Commercial Real Estate division in Central
Maryland, and is responsible for a $3 billion investment commercial real estate loan portfolio, $500
million LIHTC portfolio, and is the Director of the Bank’s Affordable Housing Debt Advisory Team. Barb is
an active member in the Baltimore community and has held a board of directors’ role with the Maryland
SPCA for almost 10 years.
