Signal 13 Names Medstar Harbor Hospital President to its Board

Baltimore, MD – April 15, 2025 – The Signal 13 Foundation is pleased to welcome Jill Donaldson to its Board of Directors. Jill has served as president of MedStar Harbor Hospital since 2020, overseeing the hospital’s strategic and operational direction. She is also senior vice president of MedStar Health.
The Signal 13 Foundation is a local nonprofit that supports Baltimore City Police with financial hardship grants and college scholarships for their children. It was founded in 1983 by a former police commissioner and local philanthropists and business leaders who wanted to bring needed relief to the hard-working men and women of the BPD.
Jill Donaldson brings over two decades of leadership experience within MedStar Health, including at MedStar Washington Hospital Center and MedStar Georgetown University Hospital. She is a fellow of the American College of Healthcare Executives and active in several statewide and local organizations. She chairs the Maryland Hospital Association’s Task Force on Maryland’s Future Health Workforce and serves on multiple boards, including the South Baltimore Gateway Partnership and Cherry Hill Strong. She’s been recognized as one of Maryland’s Top 100 Women by the Maryland Daily Record (2023, 2025), and “Women Hospital Presidents and CEOs to Know,” by Becker’s Hospital Review.
