Signal 13 Foundation Scholarship Program Reaches New Heights Thanks to Donor Support
The Signal 13 Foundation is proud to announce continued growth in its scholarship program—made possible by the generosity of our donors and supporters.
Over the past 10 years, the Foundation has awarded more than $1.3 million in scholarships to the children of active-duty Baltimore City Police Department members—both sworn and civilian. What began as an extension of our mission to support officers in times of need has grown into a meaningful investment in the future of their families.
This past year marked a record-breaking milestone. For the 2025–2026 academic year, the Foundation awarded $250,000 in scholarships to 82 students—the highest total amount and largest number of recipients in a single year in our history.
The momentum continues to build:
- 41 new applications for the 2026–2027 academic year (all-time high)
- 27 new applications for 2025–2026
- 24 new applications for 2024–2025
These numbers reflect not only the growing need, but also increased awareness of the program and the trust families place in the Foundation.
Supporting Education and Opportunity
The Signal 13 Foundation’s scholarship program is designed to help ease the financial burden of higher education for police families. Eligible students—children of active-duty Baltimore City Police Department personnel—may apply by submitting a letter of interest along with required financial aid documentation, including the Free Application for Federal Student Aid.
Applications are reviewed by the Foundation’s Scholarship Committee, which works directly with college financial aid offices to assess need and ensure funds are distributed to those who can benefit most.

As the program continues to expand, so does its impact. Each scholarship represents more than financial assistance—it reflects a community coming together to support the families who serve and protect Baltimore every day.

We have a small favor to ask. Thousands of Baltimore Police families have trusted the Signal 13 Foundation to support them during difficult times and when they need assistance paying for college for their kids.
Like other nonprofits, Signal 13’s funding depends on generous donations from individuals, companies and foundations. We can’t do what we do for Baltimore City Police in times of need without your support. Requests for assistance are increasing and we rarely turn a grant or scholarship applicant down.
Signal 13 is celebrating 40 years of helping Baltimore City Police, and the Board’s goal is to do even more to make their lives a little easier during stressful times. We do this because we believe in supporting the brave men and women in the Baltimore Police Department who put their lives on the line everyday to protect us and the city we love.
