When a Baltimore Police Department Dispatcher Needed Help, Signal 13 Answered the Call

Longtime Baltimore Police dispatcher Sheena Scott shares her emotional journey after surviving a devastating car crash that upended her life. To add to her stress, her husband lost his job after the Key Bridge collapse. She was lost and didn’t know where to turn for help. In this video interview with CEO Nancy Hinds, Sheena opens up about the Signal 13 Foundation being there for her family when she needed it most. For over 20 years, Sheena has been a calm and trusted voice behind the scenes for police on the streets. But when tragedy struck her own life, she found herself in unfamiliar territory and asked for help.

Thanks to the generosity of supporters like you, Signal 13 provided critical financial assistance that helped Sheena recover and move forward.

Please Lend Us a Hand in 2025

We have a small favor to ask. Like Sheena Scott, thousands of Baltimore Police families have trusted the Signal 13 Foundation to support them during difficult times and when they need assistance paying for college for their kids.

Like other nonprofits, Signal 13’s funding depends on generous donations from individuals, companies and foundations. We can’t do what we do for Baltimore City Police in times of need without your support. Requests for assistance are increasing and we rarely turn a grant or scholarship applicant down.

Signal 13 is celebrating 40 years of helping Baltimore City Police, and the Board’s goal is to do even more to make their lives a little easier during stressful times. We do this because we believe in supporting the brave men and women in the Baltimore Police Department who put their lives on the line everyday to protect us and the city we love.
